I have (as the registered keeper...driver not identified at this time nor should any assumptions be made / conclusions be drawn) received a PCN from these individuals who clearly have a penchant for false noses, large brightly coloured shoes, and vehicles that have items falling off spontaneously!
I shall copy the blue text from the Newbies thread and glean any useful stuff from similar if not identical succesful posts for the same location and update progress
£100 within 28 days, £50 within 14...Having (successfully thanks to individuals on here) dealt with a PPC on a previous occasion why am I not surprised by such tactics

I shall copy the blue text from the Newbies thread and glean any useful stuff from similar if not identical succesful posts for the same location and update progressBy all means use that, but add the following and it will be cancelled quickly.As your Parking Charge Notice does not comply with the requirements of the Protection of Freedoms Act 2012 (Schedule 4), you are, in law, unable to hold the registered keeper of the vehicle liable for the parking charge; I suggest therefore that you contact the driver. As there is no legal requirement placed on the registered keeper to identify the driver, I will not be doing so.'.Or you could just simply use that addition on its own, will still do the job!
Come back and tell us it's cancelled.Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

Does anyone know whether this 'dubious practice!' by PPC's and their accomplices has been highlighted as part of the Public Consultation process?

I'm on the DLUHC Steering Group but can't discuss the work or what was and is covered in meetings.
However, I don't see any dubious practice here. PPCs can send 'non-pofa' notices and it would be daft IMHO, to want to stop them. You won't catch me raising it.
It is APCOA's choice. Let them make it easy to appeal. I'm certainly not going to call for that to end!

I understand and wasn't expecting anyone to divulge confidential informationNothing dubious in being allowed to send notices for a public highway? Surely that would be for the police to manage and for any monies collected to go to the public purse? Or is the airport all private land in which case would red lines apply or mean anything?All academic as the PCN has been cancelled but just curious as to whether APCOA actually have that choice!0

For example, companies which run airports can make byelaws to control safety rules and speed limits on airport roads.
