my parking charge .co.uk Confused

Hi there!
Messaging on behalf of friend.
Received a Parking Charge Notice with the Notice to keeper.
Someone took photos of this vehicle, placed a notice saying we have taken photos and then recieved this notice.
I was planning to appeal to the my parking charge but, was not sure if this has been successful with other cases. I have looked across the forum and didn't see any solid route. After reading the newbies form again.
My understanding is Appeal (might work?). They'll say no, then ICS is pointless without any crazy solid case.
Then it's a case of waiting either nothing happens or I end up in court defending this as the keeper.
I was thinking of sending off the template appeal and mentioning their Notice to Keeper (NtK) shows no parking duration just a contravention time and merely two images of a number plate corresponding with that of the vehicle in question. There is no connection demonstrated whatsoever with the car park in question. Since there is no evidence to actual parking times this would fail the requirements of POFA 2012, paragraph 9(2)(a), which states;
HOWEVER, if there's a general consensus that they will deny majority of internal appeals. The IPC appeal will be rejected. As a busy student, this is where the pressure will hit me. I would rather pay the £60 than go through the stress, time and legal work needed to defend this in court as that's where it'll end up I presume.
Apologies for asking, I tried reading the newbies form but wanted to confirm my understanding before going ahead.

Which PPC? There is no firm called MyParkingCharge as that's just software, so PPC please?You can't win at IAS so don't try second stage but do not pay it either. Paying a scam to make it go away is not a lesson to carry you through life and hold your head up high. Don't do it.
BUT YOU MUST UPDATE THEM EVERY TIME YOU MOVE. THAT IS VITAL. FOR SIX YEARS.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I think it's this one. Looking on the forum it seems any appeal is unlikely and they are known to reach the court stage.0 -
Yep so please DO NOT PAY.
Do not spend any time on this now, except to tell VCS by email if you move address within six years.
Come back if and when you get a LBC which is when you (futilely) dispute it to look reasonable, then a claim will proceed and we usually win.
That's it. The address is the only concern you need to keep in your head to tell them if you move.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
