My OH went to Hiroshima and was moved to tears by the monuments remembering the nuclear strike in WW2, so I suppose you can see their desire to have a warning system. What you can do in those few minutes is another debate!

What you can do in those few minutes is another debate!NHKworld have a few English language documentaries with survivor interviews on video on demand. If you aren't moved to tears watching one, I'd be very shocked.I started watching one called 8000 Stolen Futures about the disproportionate number of 11 & 12 year olds killed because they were stood together in the open (they had been mobilised to help demolish wooden buildings to make fire breaks). I didn't get very far. They got a child's uniform out of the Peace museum and showed it to her surviving sister. It must be very frightening watching North Korea boasting about building nuclear missiles and then "testing" missiles by firing then towards your country.I want to go back to The Olden Days, when every single thing that I can think of was better.....

I am referring to the fact that a lot of people seemed to complain that the alert was an over reaction and not required.

I'd say that "natural selection" happens when the government says "everything is ok" but some people don't believe them and flee.
They'll be lots of that before they actually send the emergency alert! By the time you get/don't get that, it's too late.
