No it doesn't mean the bit I've put in bold.  All it means is you won't get your £275 back.  

Yes the Judge will very likely grant the set aside but you need a draft defence in order to NOT PAY the CCJ amount - what is the crux of your defence against the PCN.  What happened?  What sort of car park?
