Shell Energy New Tariff Offer - Energy Price Guarantee v3 Direct Debit ebill

MSE says that from Apr 01 energy suppliers shouldn't be able to charge more than:

Gas Unit rate: 10.31p per kilowatt hour (kWh), Standing charge: 29.11p per day
Electricity Unit rate: 33.21p per kWh, Standing charge: 52.97p per day

My currently tariff is Energy Price Guarantee Direct Debit v 2 Direct Debit Ebill (Variable)

Gas Unit rate: 10.34p per kilowatt hour (kWh), Standing charge: 28.48p per day
Electricity Unit rate: 36.45p per kWh, Standing charge: 48.59p per day

I've not been offered anything on my Shell energy app until now. They are now offering Energy Price Guarantee v3 Direct Debit ebill

Gas Unit rate: 10.35p per kilowatt hour (kWh), Standing charge: 29.11p per day
Electricity Unit rate: 34.76p per kWh, Standing charge: 61.81p per day

So I am confused. How can Shell charge more than Martin Lewis advises? For what possible reason would I switch?

    I had an email from Shell on 22 March with the new rates under te v3 tariff.

    There is no single rate for Gas and Electricity, as rates vary according to the region where you live.  Also your method of payment affects the rate that you will be charged.

    I'm in Southern region paying by Direct Debit and have rates of 10.411 and 33.517 p/KWh for Gas and Electricity respectively.  The maximum rates for all the regions were published shortly after the budget.  I think you'll find that the rates you saw quoted were averages.

    Re-read the ml / mse article - probably has the word average or typical in it somewhere.

    The rates are regional - very regional for electric on SC (over £80 per year ex vat diff NW to London iirc) and on rates.
