Fine received while changing tyre....

Hi all.... Just looking for a bit of advice with regards to a response to parking enforcement organisation with regards to the shared template on the site.

I did try and find related posts, but in essence I recieved a fine (postal PCN) while changing a punctured tyre. I had to come off the road into a safe place to do this which happened to be this car park (it was not a motorway service station). 

I acknowledge it is best to inform the organisation of this information at an early stage of the appeal - but is it best to wait until I have receive the pictures first before I respond challenging this decision or at the outset in my initial response. It was a permit only operation.

  • Crumbs, what next? I wouldn't consider changing a flat tyre parking, rather stopping in an emergency.

    Do a search on here for "small vicissitude".

    Also, have a read of this case, Jopson v Homeguard to see what a judge thinks about something similar to your situation and even mentiones changing a wheel.

    Please show us both sides of the PCN because sometimes CEL is non-POFA in wording.

    Cover your Name & address and car reg but leave all the DATES and LOCATION showing please.

    You have not received a "fine" it's a speculative invoice, they are not " parking enforcement" they are private parking (mis)managers!
    They ARE waiting in the wings to catch people out in any way they can that is their business model and the only way they make money.
    What "pictures" are you expecting to receive?
    They are only likely to have anpr shots in and out which should have been on the NTK.

    Thank you for the comments to date, and apologies for the language used. Yes it was an ANPR Camera and the VRM input was in the retail unit on the land. However this closed at 5pm, thus I could not go in there for them to input it. I had returned to the shop to ask for their help, but they were not interested in helping (probably because I was not a customer). 

    I parked pretty close to the entrance, so was actually hoping where I stopped the vehicle might be in sight of the camera and would see me with the boot open and changing a tyre. However that is withstanding on whether they keep the feed live or not (but other vehicles did come in out during the period I was there). 

    So with regards to the template - do I state now that I was merely not parking and was in fact changing the tyre and claim small vicissitude. Or is that for next stage?
