PCN Civil Enforcement Appeals site not working

I've received a PCN for a parking offence via my lease company.
I am appealing the charge as its for an offence hundreds of miles away from my home and i have never been there.
I may have to report to the police as a cloned number plate but i first wanted to get this charge wiped however the website does not accept the PCN number/postcode etc so i cannot log anything online. the phone number is automated for payment and you cant speak to anyone. Does anyone know how i fight this?

    Go back to the lease company and ask if they have made an error with your VRM; if they haven't you need them to transfer liability to you as hirer/lessee and receive a Notice to Hirer (NTH) in your own name, then you appeal.  Inform them that they must not on any account, pay it!  It is not an offence, it is a parking event.

    It's not an offence and your vehicle hasn't been cloned.  It will be ANPR misread.

    Have you been sent a copy of the NTK by the lease firm and have they specifically said they have written to CEL and transferred liability to you?

    THEY MUST DO THAT FIRST.

    You can't appeal a NTK not addressed to you.  Maybe the postcode is the issue?  System might be expecting the postcode of the recipient of NTK (the lease firm) as the appellant?

    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

    I know this sounds daft but check your putting stuff in right box and your using your own postcode! Not the one at the location

    Whatever you do, DO NOT "call" anyone. What if they turn around later in this process and deny something you say was said on the phone? You use email for all communication as that can be evidenced. If you need to "phone" anyone, it should only be to obtain the correct email address for comms.
