Hello, I am a bit confused about this law. I am seeing a lot of people on here saying it was not law but I see here that it was signed into law and received Royal Assent on 15 March 2019 as can be seen in the attached pictures.


I know this was withdrawn on 7th June 2022 but does this mean that between these dates the law was enacted and enforceable? If you received a parking ticket between these dates that was £100, would that not be against the law as the maximum should be £50?
If it was not enacted and enforceable between those dates could you explain to me why please?

Whilst the Act is law, the supporting legislation to allow it to operate has still to be approved, so effectively the new CoP is "on hold".I married my cousin. I had to...I don't have a sister.

There are 2 separate things:
1. The Act.
2. The Code of Practice.
Yep the Act is law and continues to be so. But the Act is silent about the level of parking charge.
The statutory Code of Practice did state a level but it was blocked because it was challenged by Judicial Review by the parking sharks in 2022.
The DLUHC are working on finalising a Draft Impact Assessment and final Public Consultation. Believe me work is in progress (I'm on the Steering Group). It will progress this year.
But no, the £50 level never actually became 'law' and the whole Code had to be withdrawn temporarily, due to the process of legal challenge, and the DLUHC agreed to do an Impact Assessment which was the missing piece of the puzzle.
The Act itself was not withdrawn.
For a current private PCN this is not a code that assists your argument at appeal stage. But of course, appeal is not 'PLAN A' which is the easy way to cancel most private PCNs.
