complaining advice for unregulated loan

I have a loan which is attached to my mortgage provider, Birmingham Midshires.  A CCJ was obtained and subsequent charging order placed on my property even though I stuck to the court agreement ( this was some kind of hybrid CCJ which allowed this back in 2010) I have been trying to complain as after years of being left alone by the provider, they are now harassing me again. 
I sought advice from NDL and they suggested complaining to FOS, however FOS are now saying they have no jurisdiction as this loan is not covered by the CCA 1974, yet the provider keeps sending me arrears letters as under the CCA 1974.
I have no idea what to do next, and advice would be very much appreciated.
