    I'm not sure how anybody would be enforcing it without themselves being able to go online to check who's paid...in the more remote areas I suspect these things mostly run on honesty. 

    As for card payments, they need to go online in order to process the payment - though doesn't necessarily need to be at the time. Could be done by landline of course.

    Do you have to use an app or is there a number you can call and pay?
    For RingGo you have to use the app.
    No website?

    Let me guess, your have to register and give them your personal details. Illegal opt out of data sales.

    If you must install the app then look into Shelter. It's for Android and isolates dodgy apps so they can't access your data.
    No conspiracy rubbish, it does not access data on the phone, it serves no ads, you only have to give them the personal details required to process the transaction. Something is not "dodgy" just because you do not understand it.

    The enforcer might be on a different network to me.
