ESA and Disability Premiums

I was claiming old style ESA both contribution based and income related plus PIP at the highest rates for mobility and care. Received an inheritance, notified DWP who stopped income related ESA but continued the contribution based.
When my savings get below £16,000 is it possible to get the disability premiums back again or are they lost forever?
As my ESA claim has been continuous can i reclaim income related ESA (would like the free prescriptions and reduced council tax).
I do not need help with housing (rent) just living costs

Yes it should be possible to reclaim ESA IR with the associated premiums.
You would need to ask the DWP for an ESA3 form.1
