Heathrow perimiter road "portable" speed/ANPR cameras

I've been asked by a friend who, unlike me, still has to commute to LHR on a regular basis about some ANPR/Speed cameras on the airport perimeter road. About 3 years ago, a number of "speed cameras" (https://www.westcotec.co.uk/portable-anpr/) started appearing on the perimeter road around the airport, in particular the stretch along the northern side.
The perimeter road is public highway but is covered by airport byelaws. I'm trying to find out who actually manages these cameras on behalf of Heathrow Airport Limited (HAL). It is possible that APCOA may have that contract but I've not yet heard from anyone who has had a ticket from this system.
When they were originally introduced back in 2019, there were some rumours from airport staff who were "captured" on them, receiving warning letters but nobody has revealed who issued those warning letters.
Is anyone here familiar with these cameras and know of anyone receiving anything more than a warning letter?
