You know nothing about this other couple - just because you love it, they might not. They also might not even be procedable.
If you offer over asking, the vendors will think they've underpriced it. I'd go in £2-3k under asking price to get it off the market, and see if the others offer too. You could always nudge just over asking price. I think your concerns about a surveyor down-valuing it if you offer £240k are entirely valid. I would fully expect them to value at £230k or under. I wouldn't offer over that if you don't have the dosh to make up any difference.

If you really want the house and can afford it go straight in with £240K and tell the EA that is your limit. Say you want a quick answer. Then if you lose, you could not have afforded it anyway, and if you win and perhaps you are say £5K above what you could have bought it for. So what? In 10 years time a £5K difference will be irrelevent to your future well being and there is a fair chance you wont even remember exactly what you paid.4
