Parking charge notice from NCP Dover

Hello. I hope I'm posting this in the correct place. I have included a picture of a parking charge notice from NCP which I received after stopping at a BP garage in Whitfield Dover. I want to contest this on the grounds I wasn't aware of charging here. I had previously parked here with no problems often to make a call or walk to the BP garage on this occasion to make a call. I had no idea there was charging here and thought the blue P meant I could park. I don't mind paying them some parking money but I think £60 is very steep for a few minutes parking. Can anyone offer advice on what to do?

@SeasiderSeth you need to read, re-read and read again the Newbies/FAQ thread near the top of this forum in order to begin to understand how to get out of this scam you are now in.
DO NOT pay them anything. Forget about any discount they are offering, that is only to get you to fund their scam and if you do that, you become part of the problem.
So, the initial advice is to study the newbies/FAQ thread. Also, have you tried complaining to the BP garage? That is always Plan A.1 -
