I am looking to set up a business bank account which will allow 3 card holders without ongoing costs. Is anyone aware of such an account ?

A result of a 5-seconds google search -https://monzo.com/i/business/features/multi-user-access/I'm no expert, but I think multiple credit cards are more common.

Starling will do so as long as the 3 cardholders are partners or statutory directors (depending on your legal structure).
Personally, if I were a betting person, I wonder how long the free accounts will last. Even the high street banks have occasionally dont a lifetime free account, HSBC did one for "e-businesses", but after a few years the product was pulled and everyone was migrated to a fee incurring standard SME account.1 -
Many high street banks also offer free banking for one or two years to SME starts up (under £1mil turnover)1
