Where is your boiler?  And are you sure there isn't a CO alarm mounted beside it, but hidden amongst all the other control and plumbing gubbins that normally surround a boiler?  I'm pretty sure a CO alarm is one of the check-boxes for most new boiler installations and you might see this on your boiler's installation/service manual that should have been passed on to you when you moved in to the flat.

If the alarms are all inter-linked (as they probably should be) then perhaps a hidden CO alarm is triggering the rest to sound?

As mentioned above, if you ask your local Fire Service to do a check, I am sure they will be glad to help and might pick up other issues that they can give you advice on.
  • I don't think you can replace the batteries in these, look like the 10 year sealed lithium battery versions.

the blue light, any pictures? It could be a radio base, used to connect to the other alarms wirelessly. radio bases have now been replaced with these things that go inside the detectors, I'm not sure if they have a visible blue light on the side though?

bear in mind that even mains alarms should be changed every ~10 years as the sensors degrade/have a lifespan.
