Council tax discounts

Good Morning all, I am a bit confused over council tax discounts, and still am after reading Martin's page.
My brother lives with my parents, both of whom have Attendance Allowance. My mum has the more severe problems and my brother is registered as her carer and gets carers allowance, but in reality he is caring for my dad too. Neither of my parents has an SMI. Looking at Martin's page it would appear that if it was just my brother and my mum, there would be a discount, but when you add my father into the equation, there is no discount. Is this correct? Or am I mis-reading this?

Better suited to the Benefit board. Have sent a request to get it moved.

You're correct, because you live with both parents and none of them are disregarded you will not be entitled to any discount.

If your father also provides care to your Mum then both carers can be disregarded and a 50% discount applied.1

That's not correct, you can't claim it if the person you care for is your wife, husband, partner.. https://www.turn2us.org.uk/Benefit-guides/Council-Tax-Discounts/Carers
