Appeal rejected on wrong grounds?

My son received an old demand addressed to his company (he is a sole trader and the seller put his van in that name for some reason) anyway, son appealed TFL PCN X3 for Rotherhithe Tunnel. tFL rejected all three stating that he "wasn't named" on the PCNs so they "ignored" them to avoid breach of GDPR and wouldn't discuss with him further!?blah! Now Bailiffs are involved and theatening to take his work van unless he (not company) pays £400 odd. Any ideas?? Baillifs are also writing to company name but happy to breach GDPR? Any help gratefully received! D
