Mailbox is Full

I don't understand what's going on. Despite having over 7000 emails in my mailbox (there have been well over 10000 before now). I am forever deleting them.
Anyway, I now can't receive any and Outlook is trying to get me to buy more data.
I keep getting a message saying I'm working offline and need to go online and connect to the Exchange Server. I guess I've done this but the mailbox is showing even more emails, over 26000.
I can't even find a quick way of deleting messages. I've done a search for large files, basically enormous and huge and deleted them, but I still can't receive any new emails. Weird thing is, I can send emails.
Any ideas what I'm doing wrong? You can see I am definitely not a techie person

Log onto the provider webmail and delete them from there.Depending on who's providing your email (you mention Exchange which means you may be able to log in at office.com, I'm assuming this is work/corporate email) will be where you need to go to log in through a browser.0

It's Outlook.com. I had the Office 2019 software but last night I buckled and paid for 365.
It seems that whatever I delete via my phone or my laptop is just a temporary delete - all the emails are still there when you log in via the internet. The internet is giving me the option to 'Restore' another 20K emails. I just want them permanently deleted but can't see how to do it. The emails are going back to the year 2013.0 -
Hi,go to Deleted Items folder, click circle at top, to delete everything.There is an option in settings to empty deleted items folder when signing out.0

If this option is not ticked then when you delete from your computer it does not delete from the server.If your email is set up as IMAP then this is a mirror on your computer of the state of the server. So if you delete it there, it will also go from the server.It sounds like you're set up in Outlook as POP3, if you're removing them and they're still on the server.1 -
