Civil Enforcement parking fines

We received a PCN informing us that our car had overstayed by 20 minutes in a 2 Hour Maximum Stay car park controlled by Civil Enforcement Ltd. The fine is £100 to pay or £60 if paid before 14 days. This is in Northern Ireland can we just ignore.

Or use the Consumer Council advice to kill it.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

  • Hello,
We parked in Swanley Park’s car park. The council own the land but Civil Enforcement manage it. Is it legal to send a PCN 3 months after the supposed non-payment. It has been issued on 16/11/23 regarding an event on 26/8/23.
Also, I am a black taxi driver and rent my vehicle, yet it came direct to me and not via the company l rent from. Their notice lists no less than 6 threats in respect of non-payment. One, for example, the threat of contacting ‘other statutory bodies, to prevent and detect crime, enhance public safety and assist investigations.’ Fortunately l’m not a fugitive!
I actually find it very intimidating, and my registered disabled partner suffers with extreme anxiety (GAD), and is very worried by the extent of threats made.
    Any opinions would be appreciated.
