Unable to raise claim for defective item?

I purchased an item a few weeks and the estimated delivery time was 3-4 days. The item never turned up after 10 days so I contacted the seller who informed me to wait a few days longer which I did, still nothing delivered. I requested a refund from Ebay a few days later the item eventually arrived so Ebay dropped my claim for a refund.
Now the problem starts, it appears that the item is defective and does not work. I tried to start a new dispute through Ebay because the item is defective. However, it appears that I cannot raise a new dispute on this item getting a error Invalid item number, even though it is the correct item number.
Any ideas please?

It always used to be possible to open an SNAD claim after closing an INR but there have been a lot of changes on eBay after pressure from sellers. Have you contacted the seller? They may agree to refund you on return of the item.
Did you pay with Paypal? Perhaps you can raise a claim there.A man walked into a car showroom.
