My rights for refund by not accepting delivery

Hi, I ordered an item on eBay. I needed it by a certain date. Originally it was supposed to arrive between 14-16 March. However, now it's 18 March. If it doesn't arrive today, I will have to order from another supplier and get Sunday delivery - tomorrow. I need this for a project which has a schedule.
I am assuming the item will eventually arrive. And then I'll need to incur postage cost to send it back, If I refuse to accept delivery of the item, I assume the item will go back to the seller. Will it risk me getting my refund? Do you think it could delay my refund? Is it okay and acceptable not to accept delivery?

Was delivery by a certain date a condition of the sale?
Why not ask the seller what their policy is for rejected deliveries?1 -
If you refuse delivery eBay will not cover you for item not received.

They will however cover for the item arriving after the ETA, you have to accept delivery then open a return stating the item didn't match the description and state in the comments box that it arrived after the ETA:
