Sealing Around outside Meter Box

Hey all, as you can see from the photo above, I founded out that the outside meter box is not properly sealed and it seems to be the reason of a very cold entryway.
Should it be fully replaced by a electric Eng or is it a DIY job where I could spray a B2 expanding foam all around (not inside!)?

No point in replacing it as you would end up with same situation. Not a DIY job really.
Spray foam if you want to - they are not usually sealed.
PS IS there any cavity wall insulation - far more benficialNever pay on an estimated bill. Always read and understand your bill1 -
