I tried to get proof of posting in, believe me!Can't win 'em all. I'm very happy with the Code in many respects; it even mentions double dips, pretty much bans 'MNPR' crap and provides for a consideration period that can (once again) be added to the grace period.
But re postage proof: given these firms mostly use 3rd party 'mail consolidators' there is an argument that they SHOULD be able to show when a letter was put into the Royal Mail system. Each day's batch must have a date/action trail.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Any mail printer like UK mail shows when a letter was printed and deposited into the royal mail system.
Even the one i use at home shows me when it was printed and dropped into the mail system.

In which case, as it will contain your name and address, you can demand that info as part of an SAR from either the PPC or the solicitors, if they're using one and you have doubt that they actually sent a letter which never arrived.Any mail printer like UK mail shows when a letter was printed and deposited into the royal mail system.

If not the PPC/solicitor, then they must let the defendant know which mail consolidator they use and then they could be SARd.
There is far too much circumstantial evidence that these scammers, both the PPCs and their bottom-dwelling solicitors are failing to send, often crucial, letters and have realised that they can work this to their advantage in getting so many more default judgements.2 -
Yes you must do a POPLA appeal as registered keeper, not implying who the driver was. ONLY IF YOUR PCN WAS A NON-POFA ONE.
