eBay - Refund buyer, Item broken, Return not required - Will seller fees be refunded?

Just a quick Q i'm not sure about - basically sold an item that was broken on arrival, and no point in returning it. I'm happy to refund the buyer, but when he emailed me about the item he just said refund me; in order to get my fees back (I assume i will) he will have to start the official return an item process? The stuff i read online just talks about the buyer sending the item back then me refunding him when its received, but i don't need him to send i back as stated, can the official "return" process still be used? Just not sure what to advise him.

Get him to open an item not as described claim. You can then refund and get your fees back.

As above, with any case open the seller can close the case and recover their fees simply by refunding.
