Prepaid debit card with ATM withdrawals

I'm in the process of getting myself put on a third party mandate on each of my parents bank accounts.
It has come to light that they have  both been handing their debit cards over to my sibling to go shopping and withdraw cash for them. Whilst I have no reason to distrust my sibling, if their accounts were compromised in any way they wouldn't have a leg to stand on in terms of compensation from the banks. 

Having my sibling on the third party mandate is not an option.


I think the solution to this would be for me to apply for a prepaid debit card which can also be used to withdraw cash from an ATM. Preferably one that I can have a partner card in sibling's name.

Is this a viable option?

The top three cards on MSE are not suitable as they either don't allow a partner card or don't allow cash withdrawals.

    The Cashplus Freedom account allows a partner card and unlimited ATM withdrawals.

    What about a starling account? They offer a ‘connected card space’ that you can top up and withdraw, and comes
    with a limited card

    I already have a Starling account, they only allow one connected card which I have for my son's use.
    Opening new accounts on my parents behalf is not an option at the moment. They've been with their respective banks for decades and see no reason to change. Also neither of them have driving licences or passports so in terms of proving their identity to a financial institution, they don't exist.

    Which bank are your parents with? IIRC, Barclays offer an additional debit card. Also Halifax and Lloyds do a "My Trusted Person" card. It might be worth asking your parent's bank to start with. Check their website

    I've already been through the options with one parent's bank. They didn't have anything like that. I'll see what's on offer when I go with the other parent to their bank.

    I have opted for a FairFX card and partner card for my sibling.
     It charges £1 for any ATM withdrawals but I consider this a small price compared to the risk of losing much much more should their accounts be compromised.

    I used FairFX for years. Then, last year in the USA, the card was declined a number of times despite having plenty of funds and the correct pin. FairFX was absolutely useless. I explained (several times) that I was a lone female travelling on my own and all my money was on that card. They were basically as unhelpful as possible. Finally I asked that they just refunded the money on my card back to the bank account from which it came. They wouldn't do this. This went on for days and luckily i did have a back up card or god knows what i would have done.

    I only got the matter sorted by emailing the CEO of FairFX. Suffice to say i now have a Revolut card.
