Council Tax Reduction Wales

There is a standard rule in Wales (I think it's the same system England used)
Someone is getting the council tax fully paid and lives alone getting UC and PIP standard care
If someone moves in for a while and that person isn't named on CT bill or rent, I believe that person is call non dependant
There is normally a deduction for non dependants, but on reading if a person is getting PIP SC then there is no deductions.
Am I reading the rules correctly?
