30 hours free childcare - self employeded

My wife has been self employed for many years. She does well when there is work available but her industry is very volatile and she can go for months chasing contracts until she eventually finds one that can lead to months of well paid work.
How does this sit with with 30 hours free childcare? She has been know to go over the 3 months @152pw minimum earn. She would be spending a considerable amount of time working to find work or working on a no sale no pay basis.
She would not find work if she did not spend a considerable amount of time on admin whilst the children were in day care.
Are we still entitled to 30 hours free childcare even though my wife's pay is sporadic at best.

It's based on how much you expect to earn.https://www.gov.uk/30-hours-free-childcare
You can use an average of how much you expect to earn over the current tax year if:
- you work throughout the year but do not get paid regularly
- you’re self-employed and do not expect to earn enough in the next 3 months
