Being refuse PL insurance

I applied for PL insurance on Saturday online putting Monday as my start date it wasn’t an urgent date just need it to start soon. I heard nothing so tried to call the company and they were closed till Monday. I was busy Monday morning when they called asking for information about my DRO and was told if I couldn’t give them all the info straight away they would refuse the application. I got home that afternoon and called the insolvency department and got all the info and replied to the company my DRO was over 9 years ago. However the company refused the application because I didn’t reply quickly enough and told me they would accept if I reapplied. My question is do Inow have to declare that I have been refused an insurance every time I apply for one or do I have to take one with them to prevent this happening. I did all I could as quick as I could so think it rather unfair if now I am going to be punished for it.

No, its a decline to quote which doesnt have to be declared.
If you ever do a Home or Motor insurance quote on Confused.com or such you will almost always see a dozen or more insurers and brokers at the end of the list who didnt quote... if that was a refusal anyone thats ever used one of those sites would have to declare hundreds of them4 -
