Is there any way to disable this 'function'.  I'm perfectly capable of deciding whether or not I want to keep an app active even if it isn't used regularly.  I'm aware that I can go into individual apps and disable it but looking for a simpler solution if possible.  Thanks.

There is no way to stop it.

The permissions are re-instated if down the line you use the app, so there is no downside really.

If permissions are re-instated, what is the value of removing them in the first place?  I just hate it when a 3rd party makes a unilateral decision that they know what I want better than I do.

As you aren't using said apps it is a security measure so if any of them was nefarious it couldn't do much.  When you start the app again after the time not using it you can of course double check the permissions it wants are suitable.  It really is a non issue allowing permissions (if required) when starting a rarely used app.

Exactly as above - it is just in case a rarely-used app can do things you don't know about.
