So what happens next?QDR say I have 14 days to pay (this was..Feb 27th)"Our letters therefore inform you of the possible consequences of a CCJ so that you may make an informed decision regarding payment of the PCNs and so that you can understand the implications of legal action."I've told them repeatedly that they are misrepresenting the situation and I've never received any PCN.They are no longer willing to respond to my emails (I asked for the name of the "Solicitor" dealing with the request, so I could raise a compliant against them to the SRA and FCA)....now what?

Please just do what I stated in my earlier reply, using my wording. It will see QDR and APCOA stopped in their tracks.
Did you use my exact wording?
Did you find the DVLA email in the NEWBIES thread already? It's there for this purpose.
Don't tell us you only emailed the BPA?
And you can't just "get a CCJ". Relax. Get on with your life if you've reported this as I said.
I also asked you to please show us the entire (redacted) comms from QDR. All of it copied, not just bits. We'd like to see this.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Can you show us those communications too, please? Redact names/email addresses and your personal data/Penalty ref and your VRM.There's a LOT of comms on this - I've written to DVLA multiple times, POPLA, National Rail, APCOA, ZZPS, QDR, SRA, DVLA, Trading Standards..Happy to share the original QDR "Penalty Notice" and then their "All of the sudden Parking Charge" ..?

Attached the original letter from QDR (PN) and then their sudden change to a PCN.Won't copy my whole email conversation as I tend to get carried away and write *a lot*, but have given a general idea as to how I've responded. happy to send more detail in a Private message if you want to see my specific responses..

Do as CM says then forget itBut its so frustrating that they use "illegal" (?) tactics..Surely they shouldn't be allowed to write to people a month after the statute of limitation has expired, and then inexplicably switch from a PN to a PCN when they realize. I'm sure this is happening all the time and people either end up paying or getting unnecessarily stressed out about it..How are QDR not stuck off by the SRA already? They don't exactly have glowing reviews on Trust Pilot (in comparison to other reputable solicitor firms..)2 -
It looks like you are dealing with one of the intellectually challenged legals who has been demoted from DCB Legal.
Just do as @Coupon-mad and @Grizebeck advise. If you want revenge, follow up your complaint to the SRA... for what it's worth.2 -
The SRA won't be interested (because these awful legal firms just bleat that they are doing what their client told them) but the DVLA & BPA need to investigate it properly, once you've pointed out the breaches of the CoP.
It will be cancelled.
I don't use WeTransfer but I'm happy to look by pm at what you've been sent by the DVLA and BPA and QDR, if you can host the files in Dropbox?
I write long emails too!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
