Fence next to our property not completed by house builder.

Hi we have a new build house that we bought November 2018. Our new house backs onto a field that was used by the house builder to store all their equipment and building materials. The side of our house has a road that stops at a fence, as I believe they were going to build on the field behind, but that it fell through.
When we moved in the site manager told us that it would be cleared by Easter. Four and a bit years on, we still have a bit of a mess to the back of us, where they did not clear up completely and a temporary metal builders fence across the entrance where on the plan we were supposed to have a wooden fence. The fence is needed as there are horses in the field.
We have sent numerous emails to the house builder and included our local MP, but nothing gets done. They say its not their land, which it isn't, but they did use it and did not tidy it up. Also the metal fence, which was blowing down every time it got windy, is now held up with a rope tied to our fence post.
Can I escalate this to someone? Its not my house that I have a complaint about, so can I complain? do I need a solicitor? I don't think I would be able to sell my house with it left like it is. I have even thought of paying someone to complete the work.

Who does own the land, I think it’s the owner you need to put pressure on to tidy up.When the contractors I worked for had to use the neighbouring farmers land we always had a contract where we usually sorted some of their private roads for them allowing us storage or even access. We always tidied at end of contract but if we had not the farmer would be the one to put pressure on us, not any of the home owners.0

It's not particularly clear - do you mean that part of the boundary fence for your own garden hasn't been completed? Just found out who owns the land and got a phone number. He was very helpful and told me that the house builder has in fact just bought the land and will be building on it. As bad a s that is for our views of the filed, at least it will tidy every thing up.
