Sony PSP charger problems

Hello everyone.
Not sure if this is the correct board, but anyway:
The charger for my step-sons PSP is not charging at all and it is only 15 months old, the battery and the PSP are both working fine as we have checked them.
I phoned up Sony and said that a 15 month lifespan for a charger was quite poor, they agreed but as it is out of warranty they would have to charge for a new one, I'm sure I've seen on this site something to do with the sale of goods act but can't remember what it covers, can anyone help?

Not sure about the "consumer act " but have you tried using another charger ,if its the charger buy a new one £8 http://www.undercutter.co.uk/khxc/ccp0-prodshow/Part25.html
