Why do you want a UK account? Where are you currently living?

You'll probably find it difficult because of the Know Your Customer (KYC) rules

If you live in the EU, you could try the HSBC Basic Account. It's quite long-winded to get it though.

There might be other options if you can share where you live and what you want the account for.

    HSBC

Perhaps other banks as well. Depends on where you live and why you want a UK account

    What sort of account?
Most UK banks will only open accounts for UK tax residents.
NS&I offer some savings accounts to non residents

I am interested in this too, as I have a family member living in a different country and it would be helpful to have a sterling account plus an account they can use when they visit (frequently).  I was only looking at this last night, NS&I seem to require you to have another UK bank account before you can open anything there.

Wise. It's not a bank, but it functions like one.

What about Revolut? It doesn't have banking licence in UK yet, but it does in Lithuania, not sure about other European countries. You can have multiple currencies which might be handy for your family member.
