Given there's a fairly direct bus route from Waterloo to Marylebone, why would you go via Victoria?

But if you do want to travel via that route, the 507 from Waterloo to Victoria (start and end points) is also available. They're single deck buses, so more room for a wheelchair/scooter usually
  • My wife is reasonably OK walking with her walker (balance problem). I need to use stick or walker. Clearly on/off buses has to be done with care. Space can be an issue. If we use the bus No 139 and know exactly where to get off, we're aware of the walk down to Marylebone Station, which we could manage, but anticipate a small holdall each.

If we use either of the bus routes Waterloo - Victoria, change bus Victoria - Marleybone, that would reduce walking, but on/off increased.
It does look as though we should invest in a taxi to eliminate risks. Is there anything I should know ie black cabs? or are there cheaper one's?.

Just take a London black taxi. They display a yellow sign on the roof to show they’re available for hire and can be either hailed in the street or, if you’re travelling by rail, picked up at the taxi rank. They’re metered and the charge will be based on time/distance (possibly with small add-ones for baggage) You won’t find a cheaper one for that reason.

An Uber might be cheaper, but would need to be booked via an app and you'd be picked up somewhere near to the station (which you'd have to find).

Personally I'd just get a black cab from the rank directly outside, no need to book, just turn up (there will be one there) and the doors / passenger area of a black cab are wide and easy to get into - they all take card payments too these days

Because the direct bus from Waterloo doesn't actually go to Marylebone, just near. So this is an option that gets the OP closer.
However, I think that the OP needs to weigh up the different considerations: 1 amount of walking, 2 number of changes, 3 complexity of the journey, 4 cost of the journey, and decide what their priorities are. A black cab will solve the first three but not satisfy 4. A bus with change at Victoria will solve 1 and 4 but not 2 and 3. The bus they got last time will solve 2 and 4 but not 1 and 3.
If going with a black cab you could always reduce the cost by getting a bus part of the way and getting off where you see a cab rank nearby.
The price of black cabs is mandated by tfl and they're all accessible.
  • My suggestion, as a local to Marylebone but passing through Waterloo frequently.

Two buses:  139 from Waterloo (from the bays "out front" so a quite a walk from the platforms--there is a level route if you head out under the arch that has Costa) and change to 453 somewhere on Regent's Street (e.g. Hamley's Toy Store is an landmark ad announced stop), the 453 drops in front of Marylebone station, you won't get any closer for tube/train unless you will use an escalator.  Neither bus is fast or frequent, allow plenty of time to change.

You can also get the 139 from Charing Cross, which opens up some other trains.  Less of a walk from platform.  Your ticket will be "London Terminals" which is good for Charing Cross (although there may be other route restrictions).  You can also do this step free from Waterloo--get the lift from concourse upstairs to the mezzanine, then walk through the gates to Waterloo East and take first train to Charing Cross.  Your Terminals ticket is good for this.  Still quite a walk (long ramp down to platforms at Waterloo East) and go the front of the train.
