Understood. At least the PPC decided to withdraw the PCN, for whatever reason. As you suggest, it may be because they thought they would have a problem winning at POPLA.1

Yes I think that is the case. Although it makes me angry that they rejected my 1st appeal and pursued me with threats of court, bailiffs and fines. They knew they didn't have a case, they were just hoping i would give in and pay them, Utterly reprehensible behaviour!1

Only 1% of victims take it to POPLA.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

That was probably the killer that caused Smart to withdraw. @Grizebeck recommends that Smart Parking POPLA appeals are one-liners 'Smart Parking do not have a landowner contract to issue parking charges' (or similar wording - any newcomers do please check out one of his posts for the precise form). We've seen Smart run away when they see this!
