Is it a debt until a judge says so? Anyway the BPS BPA code of practice was written for the PPCs so of course it will say that!2

CIS are part of the TNC Collection Services group. I believe you have received a debt collector letter which can safely be ignored. The clue is that the letter is asking you to pay CIS, not RCP.
