I'm also having similar issues. We have a two bed flat. We've been away for 3 mths and I left the boiler to come on at a low temp 4 times for 30 mins over a 24 hr period, just to stop the pipes freezing. We've been charge £115 per month. I've contacted OVO and they said I need to pay £157 to get the meter tested if I think there's an issue with it. We're due to go away for an extended period again and really not sure what to do with the boiler. I was told you shouldn't leave it off for an extended period, but I don't want to pay £100 a month for the privilege!

What is the kWh rating of your boiler?
Just for information the first 30 minutes of a gas boiler fire up will be the worse for consumption. It will potentially max out for that 30 mins and as you have staggered these across the day that's x4
It may not be that far off.
Also worth checking you stopped heating the hot water.
