Young driver insurance declined due to address

My daughter (18) has recently passed her driving test and we assumed we could change the learner driver insurance to young named driver insurance with Marmalade but it's been declined. When we investigated why they explained it was due to the address. Our insurers (Autonet) have also declined to add her as a named driver on our policy. Comparison sites and Directline have quoted insurance from £2,800 up to £5,000.
How have others been able to navigate this problem??

Newly qualified drivers are much more expensive to insure than learner drivers... £2,800 doesnt sound too bad for a newly qualified 18 year old driver depending on vehicle/location1
