Can a parent and child rent a 1 bedroom flat?

I live in over 55s housing association 1 bedroom flat.
We have a store/cubby hole with window but no radiator.
One resident moved in alone.
Unfortunately due to family circumstances she had to take in 3 Grandchildren...
The eldest 16 and two around 12 and 13.
This is now a 4 female family.
Grandmother now has guardianship.
Housing association told her they wouldn't rehome her until she'd been with them 1 year.
Kept bidding on council with no luck.
At last after 1 year she has been offered and accepted a 3 bedroom house.
I cannot imagine how they managed0 -
