Best Cash ISA to track Bank of England rates

All,
I've noticed that most cash ISA accounts do not "move up" when the interest rates of the Bank of England rise.
This is in contrast with easy access savings accounts which tend to go up.
Do you know any cash ISA accounts that have proven to change with the Bank of England interest rates?

There are different types of cash ISA, presume you mean an easy access cash ISA ?
Some have moved up significantly but none promise to follow the Bof E base rate in future AFAIK.
The difference between the best buys of both is currently only 0.14%0 -
