Not paying council Tax, no fixed address.

I spend most of my time in my static caravan, and the rest on hoiday, or with friends, family so I don't have a fixed address, and am not registered anywhere to pay counil Tax or to vote.  I have paid my taxes all my life.  This is a new situation and I wondered is there anyway round this.

     You have no liability to pay council tax if you do not have a residential address. 

     You can register vote at any address ask one of your friends if you can register there.

    Don't they have to say you are living there to put you on register, but that would not be true?

    Ive just found out I can apply to be on electorial register without a fixed address.  Thankyou.
