Not paying council Tax, no fixed address.

I spend most of my time in my static caravan, and the rest on hoiday, or with friends, family so I don't have a fixed address, and am not registered anywhere to pay counil Tax or to vote. I have paid my taxes all my life. This is a new situation and I wondered is there anyway round this.

Don't they have to say you are living there to put you on register, but that would not be true?0

Ive just found out I can apply to be on electorial register without a fixed address. Thankyou.4
