Paypal issues

Please someone help
paypal have wrongly refunded two orders- total is close to £400
both orders have been delivered and received, PayPal have confirmed this
I have been met with various excuses as to why they can’t reverse the refunds- I need to pay the balance first, then a supervisor told me 2 weeks ago he would reverse it and hasn’t, now todays excuse is “your seller protection had expired” and they can’t give me a reason why. In between this there must of been nearly 15 phone calls to normal advisors who have said the matter will be resolved “in a few days”
what can I do ?

When the case was opened did you defend it by adding tracking details showing confirmed delivery to the address given by PayPal and showing item was sent within 7 days?
