I would be extremely annoyed in your situation but on reflection probably not worth kicking up a fuss. As others have said the dispute would have to be with the landlord, so taking them to the court - but once you subtract reasonable electricity use for this period, it probably wouldn't leave much over. Let's say you have been 'overcharged' by £100, would it be worth going into all the trouble for this.
On the other hand the landlord refusing the access to the meter was clearly wrong, and it is annoying to let them get away with it. Is there anything in the law that you can get the landlord for just the fact of not providing you with the meter reading on day 1? You really should follow Gerry1's advice about doing a sanity test. It's quite possible that the meter that has been associated with your flat is not the right one. You also have a legal right of access to your meter.0
