The vendor has done nothing wrong. It tried to refund the full amount and Chase refused to accept it. I have no idea where this gambling merchant nonsense has come from. Chase is now saying if I can persuade the vendor to do a faster payment it will accept it!
The vendor is probably unaware that their refund didn't work, so good luck getting them to do anything.
A chargeback at this point is probably the most sane thing to try.1 -
Things move on. Chase has just contacted me to say that the vendor tried to send a credit to my card as opposed to a refund. Chase say that it has yet to launch this facility in the UK. All reference to gambling merchants was incorrect.
I have asked Chase to initiate a Chargeback: I have yet to have this confirmed.
Clearly, there is a message here: if people think that they may want a refund, then Chase’s debit card may not be the best one to use for the purchase.0 -
Update at 10.03am. Ping - the refund has just appeared in my Chase account. The vendor has sent me a copy of the original transaction listing and the one for this morning showing that the refund was made against the original transaction and not as a credit as Chase is now suggesting. What failed yesterday has gone through today!
I now wait with interest to hear what Chase has to say.0 -

This is the reason for the declined repayment according to Chase:‘A further investigation was conducted for clarity on the matter and concluded that the original decline has been a result of how the Acquiring bank (Stripe) have sent the authorisation of the refund. For reference, we previously observed an issue with some refunds being received from Acquirer - Stripe, which they recently fixed, however since then we have observed this new issue emerge - which appears to have impacted this refund. The fix that Stripe applied to the old issue, looks to have now caused this new issue.On that basis, Chase was not at fault for the decline of the original refund.’
It is somewhat strange that I have never had this issue with any other card provider.0
