Does anyone have any advice regarding purchasing these? I'm struggling to buy online and wondered if anyone else had succeeded.
I think they are now called America the Beautiful passes.

Not available online for International Visitors.
The site linked by @Brie above states this. You can go to the USGS web store but when you get to the cart there's a green button "International Orders" which takes you to the following page: International Orders | USGS StoreInternational Orders. Orders outside the United States can not be submitted online. Please print this form, then fax or mail it in. All international orders must be prepaid.
I would suggest it will be much easier to buy in person when you're there. Locations are listed here Places to Get Interagency Passes (U.S. National Park Service) (nps.gov) I guess it's the ones with ticket offices/gift shops.1 -
Look on Ebay.
The cards have space for two signatures but don't require the original owner to sign both. Therefore you can buy one and sign in the second space.
The only time this wouldn't work is for rare cases where the admission is individual only...but not likely they would check.1
