Parking ticket COURT

Hi HELP PLEASE
-I received a parking ticket from “PRIVATE EYE” in April and may 2022.
- please note I was parked in a carpark and was using my gym (so was allowed an extra 2 hours free parking before having to pay).
-car park is monitored using cameras and then letter sent to home address.
-I did not receive any letters through the post as I had moved out (Hadn’t updated on DVLA website where company had requested for my address).
-Received a message on Facebook from current tenant where my letters were being sent to saying that a debt collector is looking for me and I owe £400!! In parking fines. 
-As it is almost a year later letters say I cannot appeal unless I go to court.
- I am unsure whether to pay these fines or just leave it and hope the private company gives up.
Any help or advise would be great thank you!

    It isn't "Private Eye" it's Parking Eye neither are they fines they are speculative invoices a private parking company cannot "fine" anyone.
    Firstly have you updated your details with the DVLA which is far more serious?
    Have you been to the gym to get them to stop this dallying about if they are the landowners it's them that appointed the PPC to harass their members.
    If it hasn't been to court and if Parking Eye are using debt collectors chances are they won't be taking this to court.
