HMRC Letters - "voluntary restitution"

Wonder if anyone else ever had something like this?
Two letters from HMRC yesterday.
First one. (Summarised).
"I'm sorry for the delay in replying. Thank You for you SA for tax year 2014/15 which we received on 28 June 2019" (!!!)
Blah blah...
"The time limit for sending us late returns is 4 years. As we received your return after this date I will not be able to process it. The fixed penalties due for 2014/15 are still due"
Second one.
etc. etc.
"although we cannot send you an assessment for 2014/15 we request you to make a voluntary restitution of £4,199.
Does this imply that they aren't able to calculate anything I may owe and are just taking a punt?
It's obviously a long while back so memory is hazy but at the time I'd just tipped over the £100k salary and didn't know I had to do SA. I paid various fines for noon/late filing through having my tax code reduced to 0TL for a couple of years. Their conclusion at the time was that no tax owed just the penalties for not filing.
Curiously my online account say I don't owe anything!
All thoughts and comments welcome!

Letters delivered on a Sunday? Are you surety are really from HMRC?0

sorry. probably arrived Friday when I was working away from home. Opened Sunday. Dated Feb 22nd.
They look pretty genuine and have all my details including UTR correct.0 -
They cannot issue an assessment but that doesn't mean they cannot work out how much tax is due.

This sounds like a determination to me - it would never appear on your online account. I would suggest that you seek the advice of a good tax adviser.0
