New conservatory roof-fair price?

We have old polycarbonate that need replacing, have had 2 companies in so far and both guys scratched their heads as to what they could do with it. 1st has come back with a quote of 18k and 2nd thought we were better off having a builder come in and put a flat roof one with skylights put in and was going to contact someone else. Have attached quote and diagrams for reference. Also, have since looked up the company Ultraroof and am now concerned by some of the things I have read.
Feel I could get a new conservatory for the price quoted.
