Parking Eye appeal

Hoping for a little guidance regarding Parking Eye as I'm a little confused about the process by which they consider & accept an appeal or reject it and provide a POPLA code.

Their NTK was non-pofa compliant and as the keeper I appealed via their portal which they acknowledged and subsequently responded to with a letter which included the following paragraph:

ParkingEye have placed this charge on hold for 28 days to enable you to provide the evidence requested. If this information is not provided within 28 days, the appeal may well be rejected and a POPLA code provided.

In fact, their response stated that I hadn't named the driver but didn't actually request me to name the driver (which I wouldn't do!) or indeed do anything! Anyway, the 28 day period ended 7 days ago and I've not heard from them either to accept the appeal, or reject and issue a POPLA code. Do I contact PE, POPLA or simply do nothing?

    Rare event these days with PE. Can you tell us how the NtK fails PoFA please, then we're not disappearing down the wrong rabbit hole?

    Plan A is always for the keeper to complain to the landowner and their MP.

    Check your spam/junk email folder just in case a rejection with a PoPLA code has sneaked in there.

    If the NTK is definitely non-PoFA, and you definitely haven't received a code, then have a look at the BPA CoP to see what it says about timescales regarding PoPLA codes. Just because they gave you 28 days to blab, and I am so glad you haven't fallen down that trap, doesn't mean they have to respond straight after 28 days. I think it might be 35, and since PE have put the PCN on hold, they may be working to the CoP timescales.

    In any case. this will be at the bottom of the to-do pile because they know that you know the NTK is non-PoFA compliant so they won't be rushing your case because there are easier pickings for them elsewhere.

    Don't contact PE. Let them dig their own hole.
    You can't contact PoPLA.

    Personally I would check the CoP timescales and then complain to the BPA that you didn't receive a PoPLA code.
    What you don't want is for PE to come back with a copy of a rejection email/letter and say, Yer Tiz, we sent it but you never responded, and the BPA will believe them.

    the NTK doesn't warn the keeper that if the driver is not named within 28 days then the keeper may be held responsible - I believe that this means it's non-compliant?

    if it's unusual with PE and it may help others, I'm happy to post the NTK redacted

    the location is Tynemouth Station, North Shields.

    the NTK was received 9 days after the parking date & it was from an ANPR monitored site

    So, subject to the "Metro" byelaws.

    PE have sent rejection email and issued a POPLA code.

    Good to hear that Tynemouth station is subject to Metro bylaws but what does that mean and how do I incorporate that into the POPLA appeal?

    OK, I understand how the byelaw issue could be incorporated into the POPLA appeal (and why it should be a decisive factor) but in what way is it clear that the area adjacent to Tynemouth metro is indeed subject to byelaws? Is there a central database of such land?
